Mandatory HMO licensing applies everywhere in England. Some councils add additional HMO licensing or selective licensing for part or all of their area. Check your council, see the map, or read the rules.

13 councils in the first two regions to register run additional or selective schemes. Each page has the scheme, the area it covers, its dates and the council's official link, checked on 2 October 2026. Every other council in these two regions has mandatory HMO licensing only: find it in the checker.
